Delivering personalised, data-driven digital experiences across Finance, Procurement, HR, and Payroll functions – using Oracle Cloud and ServiceNow platforms – Welsh tech specialist confirms launch of AI-driven Next Generation Shared Services business operation.

The company says that by maximising the full use of Artificial Intelligence and the functionality of both the Oracle and ServiceNow platforms, it can combine the running of key back-office services on the latest Cloud technology, allowing organisations a fast path to digital transformation through outsourcing.

The first service, Payroll Outsourcing for the UK Education Sector, will be ready for launch in Spring 2026. This is specifically designed for the needs of Multi-Academy Trusts (MATs) using de Novo’s industry cloud solution – Odyssea™ – and aims to deliver significant cost savings.

Managing payroll within MATs presents significant challenges, from dealing with a range of employee contracts, navigating evolving regulations, multiple payroll rules, as well as the complexity around teachers’ pension schemes.

The new service removes the need for in-house payroll management, software, and infrastructure and its design will be fundamentally driven by advances in AI to reduce Shared Services operations. Thus, delivering an interactive pro-active employee driven experience, whilst ensuring the critical “human-element” can focus upon providing a first-class customer experience.

The new operation will be run from Langstone, Newport, South Wales with de Novo recruiting locally, thereby also contributing directly to the Welsh economy and the local community. The creation of the new business will also be supported by expansion of the company’s overseas operations in terms of headcount in Chennai, India.

Over time de Novo has further aspirations to expand the operation and provide a wider range of services both to Central Government departments and arms-length bodies outside the scope of the wider UK Gov Shared Services strategy, as well as to Local Government, offering an alternative path for digital transformation.

Tim Warner, Chairman, de Novo Solutions said: “de Novo continues to evolve, and the move into Shared Services and Business Process Outsourcing is a natural step for our company. Gone are the days where BPO requires a large contact-centre with all the cost that comes with such an enterprise. Coupled with being able to move quickly, and the ability to leverage the company’s infrastructure, including our Indian operations, there is no better time to expand and enter this market.”

Mark Sweeny, Founder and Chief Executive of de Novo Solutions, added: “Without doubt this is the largest entrepreneurial move that we have ever undertaken, but with over 20 years of experience in building and operating the systems that underpin such Shared Services operations, and having an in-depth knowledge of the UK Public Sector, Oracle Cloud and ServiceNow platforms and the advances in Artificial Intelligence, we can build and deliver something that takes others many years to achieve in a very short space of time.”
